AS the Government attempts to cut the cost of housing benefit to the taxpayer, paradoxically it urges the housing associations to increase rents to their tenants, increasing those tenants’ need to rely on housing benefit payments to cover the increased cost in rent, thus costing the taxpayer more.

Does the right hand know what the left hand is doing?
