AS I write this letter it is pouring down with rain not only in Horspath but all over Oxfordshire, making it a rainy day.
Therefore does that mean that our district and county council will begin spending the £215 million they have tucked away for a rainy day?
If they do will that mean that all the cuts affecting those most in need, the elderly the disabled, the children’s centres and rural bus services, will no longer be under threat? I doubt it.
