CAMPAIGNERS will see the publication of a long-awaited environmental impact assessment into Oxford University’s controversial Castle Mill flats development as shutting the stable door after the horse has bolted.

The assessments are often used when planning applications are submitted to set out its impact on the surrounding area.

So it’s no surprise that after building the flats and then publishing the assessment that lowering their height – as called for by campaigners – is decried as too costly by the university.

The alternatives – changing colour and screening parts with trees – will be too cosmetic for Port Meadow users angry that a key view to the city has now been blocked. The study is simply too little, too late.
