OXFORD: A plan to build a three-storey block of 74 student rooms behind Mill Street, in West Oxford, will go before a planning inquiry tomorrow.
Developer WE Black has appealed against the refusal of planning consent by Oxford City Council last year.
The inquiry will start at Oxford Town Hall at 10am.
