Oxfordshire County Council leader Keith Mitchell is set to resign.
The Conservative councillor informed party members of his decision in a letter.
A formal announcement is expected tomorrow.
The 65-year-old has been leader of the county council for a decade and has led the Conservatives in the county for 12 years.
