City council wants to shut 11 public loos


NEARLY half of Oxford’s public loos are facing closure this winter as part of plans to save £50,000 a year.

Oxford City Council is planning to launch a two-month consultation into proposals to close up to 11 of the city’s 27 facilities.

Its executive board is meeting on Wednesday to discuss the move.

As part of its plan, the council is looking to spend up to £500,000 upgrading facilities at Gloucester Green in the city centre and charging users between 20p and 50p.

People could be charged at some other toilets as well.

It is also looking at introducing a community toilet scheme – where local businesses open their toilets to the public – and carrying out minor refurbishments to a number of other facilities.

Public loos in Castle Street, Magdalen Street, St Giles’, Woodstock Road, South Parade, Barns Road, Littlemore, Knights Road and Headington Hill are all under threat. The toilets would be demolished with sites being sold off.

Plans are also afoot to close public toilets in Abingdon Road and Wolvercote during the winter.

City councillor John Tanner, executive board member for a cleaner, greener Oxford, said: “Because the council is strapped for cash, we are looking to make savings in every area.

“We want to ask the public about a package of proposals to close some public toilets and improve the quality of others. We want to know what residents, students and tourists think before we make any decisions.

“I think a comfortable, quality toilet at Gloucester Green, closing the Castle Street loo, introducing a community toilet scheme, and maybe charging for some toilets, makes sense.

“We will save taxpayers’ money and make spending a penny in Oxford a more enjoyable experience.”

In a report to councillors, Philip Dunsdon, of the city council’s city works department, said many of Oxford’s public loos were “underused, abused, neglected and attracted vandalism and antisocial behaviour”.

Problems including graffiti, drugs and rough sleeping, and at least 13 toilets needed major refurbishment.

Liberal Democrat group opposition leader David Rundle agreed public loos in the city needed to be upgraded, but he said he had serious concerns over the extent of the proposed closures.

He said: “We don’t want to see Oxford’s loos going down the pan, but it seems to me the cuts outweigh the gains in this report. We need an engaging and strategic consultation – major changes must not be pushed through without a proper debate.”

Blackbird Leys Parish Council chairman Gerry Web said the loss of the rundown facilities in Knights Road, Blackbird Leys would be unacceptable.

He said: “I don’t use the facilities in Knights Road myself because I am severely disabled, but I am very concerned.

“Blackbird Leys and Greater Leys are very big and they are the only public toilets near the shops.

“They need to find a way to make the premises secure rather than taking a public service away from people.”

Tony Joyce, chairman of Oxford Civic Society, said he felt the report was “fairly sensible” but criticised the council for holding a consultation in the summer.

He also criticised the idea of permanently closing toilets in St Giles’ and Magdalen Street, saying the city centre needed plenty of toilets, open for longer, not closed.

Why don't you reopen all the gates to the city and then put a sign on them telling every one to sod off.Do you expect people to want to come to Oxford to spend their hard earned money when the council won't supply basic facilities? Oxford is one of the most famous city's in the world and also the most unfriendly toward visitors.

I wouldn't mind paying provided the toilets are clean, safe and open late at night when I really need one and there isn't anywhere else. In the daytime I'd probably use the toilets in a shop anyway.

Only in Oxford cold such a thing happen.They should be increasing not decreasing the numbers. The population is getting older therefore more are effected by urinary problems, so the 'caring' Oxford City Council decide to turn a blind eye the problem.Do these people ever go abroad and look at the facilities offer by other Countries in Tourist destinations?
Will they offer the commercial businesses a reduction in the business rate charged, for throwing there facilities open to the public?
Payment! Yes if it leads to comfort. No wonder people are deserting Oxford for other more 'friendly' places to sightsee and shop!

No wonder why some shop door ways and alleys smell & look like septic-tank-pits in Oxford.
Well get ready because it will probably get worse after this master stoke is improvised.

Iv'e got a good one.
Lets spend an absolute fortune laying light coloured stone slabs in Cornmarket street so the chewing gum that is dropped shows up easier!!Then we could fit some equally expensive USLESS seats aswell!!

Public loos are one of the few public services provided by a council. If you're strapped for cash, Tanner, then stop providing personal services, housing etc, which benefit only a tiny minority. But will they listen? Course they won't because they know, as the dorks in the Northway by- election lately proved, chunks of the weird populace of Oxford are going to vote socialist even if the candidates are dead stuffed and mounted.
P.S. have the men's bogs in St. Giles been open anyway?The women's are I know, but of course this is the socialist PC utopia.

Disgraceful. Whilst I try never to use a public loo, it's important to know they are there. Would imagine that Mr Tanner has never suffered a "buttock clenching moment".

Council tax payers should take note that there is no reason why they should not visit County/City hall or one of the many other council/government offices throughout Oxford(shire) and demand to use their facilities if in reasonable need. They are paid for by you.

.how about trimming middle management, every time i walk passed cowley marsh there seems to be a whole gathering of office staff smoking fags! also they always seem to be swanning about in there cosy little ox city council vans NEVER SEEMING TO DO ANY WORK! id get em push bikes, what a saving that would be! our poor dustmen seem to be the only ones working & i expect they're are treated like skivvies!

I think it would be terrible if they closed the toilets at Hinksey Park. We like to walk in the park and also along the lake and over the railway bridge. When we get back to our cars one or other of us needs a loo. Where will we go, there are not shops around there with toiletsand all the pubs have closed down. Hope the council give this one more thought.

I have read a lot things Tanner has said and this man should really stand on his hands, because he talks out of his a--e.

What this person seems to forget is that the money comes from the taxes of the people of Oxford and the toilets of this fine city need improving and increasing, not closing.

I cannot understand why this contemptuous individual is still being voted in. Have the people of Oxford not seen what he has done in the past.

As an mobile engineer based near Oxford, the availability of public loos is as important as parking in Oxford, the parking situation can be dealt with, but the loss of the loos is not good, especially for those of us not conversant with the Stores and hidden loos, oh well, if we need to stop the car in centre in future for a pee break, at least people will understand why we will be peeing in public against the near side wheel of our our cars( not yet illegal), not a pretty sight, but the public health dept will have to foot the bill in future for indiscrimate acts of desperation, never mind, a penny saved now is a pound saved later !

The council is strapped for cash? I'm strapped for cash after paying my council tax which is of the highest in England. Is this what we had to pay another 4.5% for? This council just gets worse.

The councils just amaze me with their stupidity.

So they "invest" our money in Icelandic banks, squander it on pointless projects, pi55 it up the wall on bodge-job road resurfacing and pavement repairs, and then have the cheek to take our public facilities away?

Who IS in charge at the City and County councils, and how do we get rid of them?

Oxford could be such a great city if we had proper leaders - all we have are self-obsessed bureaucrats.

RIP Oxford.

Has some lunatic from a certain district authority in a Devon seaside town slipped into a position of power in Oxford? They thought it is a good idea to do much the same thing in a year round seaside resort here. (Though they felt a need to install pissoirs in the town centre at New Year (withing 50 yards of closed proper loos)
They have no idea of peoples needs - especially anyone with problems.
The trouble is that, at the moment it is not a statutory duty to provide loos- but it sure as hell should be!

Unbelievable! Every human being in the world needs access to a toilet, so maybe Council staff aren't human if they don't realise this! Just watching Morse on tv; what do his fans visiting from far and wide think about Oxford's facilities, and will they return?

I can under stand what everone says about this, and i think it is a rather stupid idear, BUT at the same time i think the toilets in oxford are a health hazzard anyway i have used them in the past, when i really had to go, and i have always nearly been sick at the same time, they are dirty and smelly, st giles well i would never go in there for the fact i would fear for my safty! the ones by the ice-rink the same, i think they are/ or have been used for drug dealing!! i dont think they should get rid of them, but get rid of the under ground ones in st giles, and put the more upto date ones, I dont see why people should have to pay to go to the toilet, we have them in banbury, but i will say they dont gt vandlised like they do in oxford, Kidlington also have toilets you have to pay for!! dont get rid off them all but improve them! This council drives me up the wall.

This is a misguided saving. My disabled son uses Hinksey Park year-round and is unable to "hold on" until he gets home. This ridiculous policy will have him urinating in the play area. Is that really what you had in mind???

All the people who use Hinksey Park should write to the council and tell them that we do need the toilets there maybe they are too thick to realize that. People play there, kick football there, walk around, swim, feed the ducks ect., ect.,

Shame on the city Council for closing worthwhile facilities instead of bringing them up to a reasonable standard. I agree this will only increase the amount of urinating in the streets or parks. If the council is set on closing some of the public toilets and revamping others they should consider the Changing Places campaign (Julie Hobley letters page tues 30th June). Believe me it is no joke changing someone on the floor of a public lavatory, even a reasonably kept one (and my daughter was only a slip of a thing). Those protesting here are only the few, one hopes, that will voice their opinion on this matter and stop the closures.
