Inspectors found “little evidence of routine maintenance” being carried out at Oxford Community Hospital before it closed.
The 24-bed hospital, based at the Churchill Hospital in Headington, shut following a severe outbreak of the superbug clostridium difficile in May last year.
Permanent replacement facilities are still being sought in the city.
A report about the findings of a Health Protection Agency building inspection, which was made days before the hospital’s closure, was sent to the Oxfordshire joint health overview and scrutiny committee last week.
Inspectors criticised the state of building, claiming: “Floors, walls, ceilings and windows were not intact.”
The report findings came to light following a Freedom of Information Act request by a county councillor.
Scrutiny chairman Dr Peter Skolar said: “I was gobsmacked when I saw the paper. I have told Oxfordshire Primary Care Trust to attend our next meeting to answer questions.”
