Mill Street: 'We'll stop probation plans'

ANGRY protesters have vowed to fight proposals for a probation centre in their street — even if it means chaining themselves to its railings.

About 70 people packed out a public meeting on Saturday against plans to open the centre in Mill Street, West Oxford.

But they were told they might have just days to stop probation officials signing a lease for offices.

As reported in last week’s Oxford Mail, the plans would bring up to 350 criminals — including sex offenders and those with convictions for violence — to the street each week.

Rosemary Preston, told the meeting at the Railway Club in Mill Street, said: “We fear a threat to the social quality of life in Mill Street. We live in a socially mixed and pretty harmonious community.

“I do not think it is just the sex offenders or violent criminals – the petty thieves could cause us so much problem.”

Fellow resident Dan Rawstorne said: “There is a lot of anger about this. They are introducing a concentration of all the county’s serious offenders into this area without even consulting the residents.

“The only outcome for us is that it doesn’t go ahead.

“If it takes us chaining ourselves to the railings then it would not surprise me if that’s what people do.”

Dr Evan Harris, MP for Oxford West and Abingdon, told residents he had written to planning officials, the Government and the Thames Valley Probation Service – and would invite officials to Mill Street to see the site and meet residents.

Susanna Pressel, city councillor for Jericho and Osney, disputed claims the scheme would not need new planning permission and promised to investigate.

Residents agreed to distribute leaflets, start a petition, seek legal advice, write letters and set up a website.

I can only assume that the executive management and board of Thames Valley Probation Service have not actually visited Mill Street. If they were to spend only 5 minutes in the area, they would understand how inappropriate a large probation centre at the end of a cul de sac is.

A totally ludicrous, underhand plan, intent on wasting tax payers money. The proposal is so high-handed the planners have suggested there would be "no value" in consulting those affected - residents, probationers, and probation staff whose lives would be made a misery and whom the Probation Service is supposed to protect. This proposal shows breathtaking arrogance by the probation service. The lack of consultation, and continuing resistance to meeting with the residents betrays the fact that they know this would be strongly resisted. And for so many obvious reasons. The ovearrching aim of the Probation Service is to protect the public. It also must offer a fit for purpose service to probationers to faciliate their rehabiltation. This proposal clearly jeopardises both of these committments. See sense and stop putting the balance sheet first.

We call for the citizens of Oxford to back our campaign. When it comes to changing tenants and planning decisions for residential areas, consultation should be a must. All government services should be accountable to those who foot the bill via taxes. Let's stop using the credit crunch as an excuse for not having difficult conversations and making well-thought out choices that meets the needs of employees, offenders and residents.

Congratulations to the inhabitants of WEST OXFORD. You have really shown the rest of us how to be caring human beings. You have come out en masse to stop a project that may give the chance for many people to get their lives back on track and give them the opportunity to enjoy the privilages that you take for granted. If the centre was planned for EAST OXFORD would you still be up in arms? I think not. How proud you must be to to be known as a bunch of uncaring NIMBYS. I for one will be expressing my support for the help these poor unfortunate people need

NIMBYs, every last one.

If the commercial premises were demolished and high density housing (with plenty of undercroft parking) the same people would be complaining that it would be a traffic disaster, their children would be exposed to danger and the world would flood.

Once the Osney Lane Bridge is replaced, there will be fairly direct access to Mill Lane for the offenders. It'll be possible to get there from the courts without passing any schools or nurseries.

Don't forget that there are HM Gov owned and operated community housing for offenders in residential streets up and down the countryside...

Someone offensive could be looking at your home on google right now.

If "oldzimmer" and "Andrew" etc could be bothered to meet with real people, instead of simply existing in the world of virtual reality, they would realise that there is much more to this campaign than usual. The Osney residents have praised the work of the probation service and are not anti-rehabilitation. I am an ex prison officer/counsellor who can verify that this was indeed a very underhanded piece of beaurocrisy that adversely affects the working lives of probation staff and the quality of support for offenders in the community. There is no place for "centralised services" in resettlement. Would you believe that probation staff were not even consulted about the plans!!(Joe Chapman)
