THE new leader of South Oxfordshire District Council has been formally appointed.

Jane Murphy, who represents Cholsey ward for the Conservatives, had been the deputy leader of the council and its member for finance until last month.

She was sacked by former leader John Cotton. But within weeks Mr Cotton had himself resigned as Conservative group leader before a vote of no confidence in him was due to be held.

He later resigned as the council’s leader and an internal Conservative Party election was held to select his successor on April 12.

Many of his councillors had been unhappy about the council’s proposed Local Plan, which outlines where housebuilding should take place across the district until 2033. The council – including Mrs Murphy – rejected the plan last month.

The Conservatives are dominant on the council. Of South Oxfordshire’s 36 seats, the party has 33.

It is understood the new leader is in favour of abolishing Oxfordshire’s district councils in favour of a unitary authority.

She said: "I feel very privileged to have been chosen to lead South Oxfordshire District Council and it will be an honour to serve the district I love. 

"There's no question that there are challenges aheda, with important decisions to be made, but I am looking forward to getting to work. I'll do my best, alongside the cabinet and by working with all councillors, to serve South Oxfordshire and everyone who lives and works here."

She announced she will attend the Oxfordshire Growth Board on behalf of the district council, with all other cabinet members as available substitutes. She will also be responsible for the council's communications brief. 

David Dodds has been appointed finance member, while Paul Harrison has been given the development and regeneration brief. Caroline Newton is responsible for housing and environment and Lynn Lloyd will look after the community services department.

Felix Bloomfield will retain his role as planning member despite the Local Plan's rejection. He had abstained from voting on the Local Plan at recent cabinet and council meetings. 

Kevin Bulmer will be in charge of corporate services, Anna Badcock the legal and democratic department and Bill Service will be responsible for partnership and insight.
