Housebuilding targets are being missed in the county, according to new figures.
The National Housing Federation said 1,710 homes were built in Oxfordshire between April 2014 and March 2015, fewer than the 1,982 it said were needed.
It was part of a wider picture that saw 19 counties in the South East miss targets by a total of 19,810 homes in the same period. The federation said a lack of housing supply was pricing many people out of owning or renting.
