Isn't it odd how many cases are 'dropped' - could this be because of apparent Police ineptitude or the power which some indovoduals might hold?

No. It's because this allegation is easy (and totally devastating) to make but requires persuasive evidence to prosecute.
Just like any other offence as it happens.

But of course the absence of evidence was immaterial to those who withdrew from debates.

Hmm, not sure just how much "persuasive" evidence is required. A few people recently have been sent to prison on virtually no evidence for "historic" crimes, which could never be proven even if they had happened. Crown Court not interested in hearing any evidence from the defence and clear presumption of guilt.

Appeals are pending....watch this space.

I sincerely hope so. The savagery with which Clifford was sentenced tells all you need to know. The judiciary knows which way the wind is blowing. Got to get the wimmins' vote , have their political masters. What better way than to remove the rules of corroboration, travel back to a time before half the population was born and Hey ladies! Look at us! We've brought those wicked men to book Don't forget - next May, will you?"
Ad of course the usual suspects, the lefty glitterati, wouldn't come to the Union Debates. CPS will be Son of Satan at West Hampstead dinner parties this weekend.
