DISTRICT councillor Steve Hayward – who now serves his constituents from his new home in Thailand – has been nominated by the satirical magazine Private Eye for its Brass-Necked Councillor of the Year award.

The West Oxfordshire District Council ward member for Ducklington says he has no plans to resign despite moving to the Asian country in June.

Mr Hayward previously told the Oxford Mail he was capable of doing his job of councillor using email and Skype.

Is this the chairman of the planning committee? You know, the guy who had to organise the decisions about such things as the permission to dump ash into Radley Lakes, whether to grant planning permission for huge waste tips and where to install an incinerator or two? Then there's the matter of where sand and gravel extractions take place and where they don't take place.

Have we been well served or do we get the councillors we deserve? You would like to think that all decisions were scrupulously fair and above board. I hope they were.
