Oxfordshire County Council has been given a £4m windfall which it will use to reverse some cuts.
The county council was given extra funding from central government in December and has now decided what to do with it.
Some of the windfall comes from business rates forecasts being higher than anticipated.
County council leaders say £1m will go towards highway maintenance while another £400,000 will be used as a contingency to deal with flooding and other weather issues.
Meanwhile £100,000 will be reinstated into the budget for respite breaks for carers of adults with special educational needs, and £700,000 will reverse savings made in services for adults with learning disabilities.
A final decision on the county council’s budget will be made next week.
The council is proposing £64m of cuts over the next four years to the authority’s services.
