A survey by Vale of White Horse District Council shows 95 per cent of residents in the district are satisfied with life there.
The survey also found that one in three people had carried out volunteer work in the past 12 months.
Residents said the most important council services were reducing crime, making the area litter-free, and the waste and recycling collection service.
More than three quarters of respondents said they were satisfied with the way the council runs services.
The professional survey organisation spoke to 1,100 residents at their homes.
