Grenoble Road: Both sides claim victory in housing clash

CAMPAIGNERS for and against building houses in Oxford’s green belt were both last night trying to claim a victory as the Government admitted its South East Plan was flawed.

The Oxfordshire branch of the Campaign to Protect Rural England had launched a High Court challenge to the plan after the Government gave the go-ahead for a development of up to 4,000 homes on land south of Grenoble Road.

The CPRE claimed not enough consideration had been given to using sites within the current city boundary instead and yesterday the Department for Communities and Local Government confirmed it would not be fighting the case.

The CPRE said it meant the current proposal was “dead”, yet Oxford City Council – a key backer of the homes scheme – was claiming the decision had moved the whole project forward and shortened any period of uncertainty.

Thame district CPRE chairman Michael Tyce said: “At the very least, this means that alternative sites will be properly looked at but my belief is that we have heard the last of plans to build south of Grenoble Road.

“It think it’s dead in the water, because it would take a considerable amount of time to go through the process again, In the current economic climate, I don’t believe it will ever happen.

“The CPRE has consistently said, at all stages of the development of the South East Plan, that the best strategy for Oxford is to use land within the city to solve its present housing pressures.”

However, the city council’s deputy leader, Ed Turner, said: “I’m absolutely confident that the planned housing south of Grenoble Road will go ahead, because our case is overwhelmingly strong.

“What this means is that rather than debating this in the courts, at considerable cost to the public purse, the extra work examining alternative sites will be done immediately.

“This moves things forward and should shorten any period of uncertainty.”

And the council’s head of development, Michael Crofton Briggs, added: “If the CPRE statement is correct, then this is good news for Oxford City Council.

“We’re awaiting formal confirmation from the Government but it appears that this news means that we don’t have to wait for the Government to take this matter to the High Court.

“We anticipate this further work, including further consultation and the final publication of the plan, will take just under six months.”

A Government spokesman confirmed that it would not be contesting six legal challenges to the South East Plan, including the one made by Oxfordshire CPRE, but would not comment further.

South Oxfordshire District Council, within whose boundaries the Grenoble Road site lies, opposes any development there, as does the county council.

If both sides think they have won, this is a very satisfactory outcome.

The lack of housing for the average family is the most serious problem in Oxford , we must and will build on land south of Grenoble Road and when they do they must learn from the mistakes made in Greater Leys and build some shops and a pub.

Joe, it's not only shops and a pub, it's proper parking places, decent sized houses, proper infrastructure and don't forget sorting out Sandford road to Heyford Hill, and Grenoble rd through to Cowley. the traffic is impossible on these roads in the mornings and evenings dispite the Highways Authorities insistance that there is nothing wrong. traffic build up on the Watlington and Sandford roads each way it will only get worse. Ed Turner says that consultation will take place but the biggest question should be "will you take any notice of it Ed"

Some of the properties in G Leys are fortunate enough to have 2/3 parking spaces. Others just have one - this causes severe parking issues and can result in un-neighbourlyness (if that is a word). Should Greater-Greater Leys ever be built the access to mainline rail-stations has to be seriously improved. That doesn't mean a bus to Oxford - it means new & improved roads and new regular bus service to the nearby Didcot Parkway and Haddenham & Thame Parkway. What is really silly is the X39&X40 express buses between Ox & Reading. They'll stop at the end of remote farm tracks, but cannot take the 2 minute detour to the Science Park & Kassam - because Oxford County Council won't let them!

Yeah I agree the train line is there, why not open it? It would be ideal when a big football match is on, and might stop some people driving to football or to work in the city centre.

Why not use the rail line for a tram train, extended into the city centre and beyond? This is what would be done in Europe and the USA. Are we a third world country that can only provide a slow and dirty diesel bus? If decent transport was provided there would be no problem with traffic.

Why not get a grip on immigration so that a new migrant doesn't arrive every minute and so that we don't have to build a new house to house migrants in every six minutes?

The unsustainable population explosion in the Third World is not Britain's responsibility, the majority (80%) of Britons agree, and yet the Marxist anti- Nationalists who run (down) our Country are determined to concrete over England and bury our history and culture under it.

Enough.

"teenager was sexually assaulted in a late night attack in Headington.

Police said the 18-year-old was at the corner of Old Road and Roosevelt Drive, near Gipsy Lane, at around 3am yesterday when she was approached by a man and assaulted"
From an item above. Why, in the name of sanity is an 18 year old girl wandering the streets at 3 o'clock in the morning? Insomnia? Oh, come on!

"for a development of up to 4,000 homes "
It's not a "development" is it? It's concreting over our country
"council’s head of development, Michael Crofton Briggs"-save 60 grand and a million pound pension pot. Get rid of Mr Briggs. There is no point in the sinecure that he takes money from.

To be honest, who is going to want to live on the edge of one of the biggest Sink-Hole estates in Europe. Build the houses in North Oxford where people can live without feeling that they are in a war zone or refugee camp. I and most of my friends would not live in the new houses, if they ever get built, even if the council payed us to.

Joe Cooke says...

They would have tha same problems , no way would North Oxford nimby's what ordinary Oxford estate peple by them , all they want is posh commuters to London.

I would imagine that many people, with a similar weak constitution, feel the same way you do. Not everyone who lives outside the ring-road is evil.
